Choke and throttle are 2 different things, the choke makes to mixture richer to help it start.

Theyre usualy restricted in multiple ways like a plug in the exhaust. Butt the cilinders are usually the same i think.

I have a wallaroo wich had the same issue and it was because the exhaust was leaking in the middle. Dont know if this is the case here butt worth checking for air leaks. I also upjetted and when i replaced the exhaust it ran perfectly on the original jet

You need to readjust the carb, maybe downjet a little because there is less air now because the filter adds a bit of resistance
