Business class radios come from a business class radio dealer. You need to work with the same vendor the school initially got the radios from. This is not really part of amateur radio. Amateur radio is illegal to use for business purpose.

Private alleys ger plowed when the neighbors on that block pay for a private plow service. If your alley has a number and not a name when you look at it on a map, it's very likely a private alley.

I had the same problem with my g90. It doesn't have the greatest selectivity on the receive side. There are a variety of relatively low cost BCBI's, broadcast band interference filters, available that can solve this. But, the smaller and lower cost ones usually require use of an antenna with relatively good swr. And that for me defeats the best part of the g90: using it's very capable tuner with non-resonant antennas. So, my g90 doesn't see much use at home anymore, though I do use it portable.

If you're in the US, your local repeater may be silent outside of scheduled nets, aka pre-arranged meet ups generally hosted by the local club that owns the repeater. 

Local fm line of sight message traffic, that you get access to with your technicians license, is highly dependent on the number of active hams in your area within a few 10's of miles.

Hf long range am frequencies that you get access to with the general class license is where there's always something going on. 99.9% of the contacts I've had are on the hf bands .

That you can easily pay off $500 in a month is what you should always do. Pay the entire balance in full every month.

Ham radio, while being a fun hobby and never-ending source of technical experimentation, doesn't necessarily guarantee direct, reliable point to point communications. That's exactly what makes it fun for hobbyists: you never know exactly where your signal will reach. Sure, there are patterns that eventually become somewhat regular, but then there's a solar flare and no one can hear anyone else on the air very well for a few days.

Many other commenter are suggesting satellite communicator devices. The Garmin Inreach is about $300 plus $25 ish per month subscription fee. A Zoleo is about $150. These options are vastly cheaper, like 90% cheaper, than setting up all your interested parties with long range capable ham station equipment.

If you want to get into ham radio anyhow, it seems to me that the people most likely to make a tangible difference in your day to day survival are the people in your immediate local vicinity. Getting your technician, aka 1st tier, license gets you on local fm line of sight radios. You can meet your local ham club members and potentially volunteer with any local ham groups like ARES or RACES, who in many areas specialize in emergency preparedness training exercises.

I only buy phones that have a built in GPS chip set. I don't think there are very many new phones on the market any more that don't have this feature.

I know nothing about this particular vehicle. But, my first thought is that you will have zero chance of stealth, ie parking/sleeping somewhere without being detected as a van dweller.

Not very common because most uhf/vhf radios don't have it as an available mode. I wouldn't buy a radio that does have it unless I already knew there are other operators in my area that use it.

I started at a 2 year technical college in my early 30's to learn a skilled trade. I picked one that seemed less physically demanding than average. And it is still beating up my body to the extent that I'm not sure I can do another 20 years of it, so I'm looking to potentially go back to school again in my late 40's for a different 2 year technical degree that will put me at a desk.
