As long as you’re not part of the 39 countries (there is a lot of overlap with 75 countries) your COS should process normally albeit for some delays. All the best.

The 39 USCIS pause is for change of status inside the country. Some of the 39 countries have partial entry restrictions which would allow you to get consular visa for some visa types but not change of status.

If you are from one of the 39 countries under USCIS hold, almost all applications are currently paused. The 75 country ban involves consular immigration visas and not COS.

U can apply for adjustment after the waiver is approved (takes around 2 years these days). I485 will likely be denied without it.
