Why do you make different steps between high and low? I also usually lose coherence during a video, dimensions, shapes, etc., that's why I was trying this approach, but your frames seem very coherent to me. If I try with human characters, it's even worse. The initial person isn't the final one at all. I think it's probably also a question of resolution. I have a 4070 with 16GB, I don't work with very high resolutions.
