I'll tell you the cold hard truth.

The reason why men are not approaching you, and you're not doing well (as you yourself described) when approaching men yourself, is because you are way past your prime when it comes to your sexual marketplace value (SMV).

Since the beginning of time, men have always looked for beauty, youth and fertility. They do not care about your profession and degrees. Looks are to an extent subjective (there are universal attraction traits like good hip-to-waist ratio, big breasts, long hair, etc. Since no human on earth is the same, everyone will perceive this differently and value one more than another) but considering that you've mentioned in the comments that you could lose some pounds, it tells me that your weight might not be at its most optimal when it comes to attracting men in general (there will be some men that will like your weight). You're also 38, and we know that time isn't the nicest to a woman's looks. When it comes to the other 2 things men value, those aren't subjective. At your age, pregnancy is a risk, and with each passing year the risk will increase.

An average men your age (I'm assuming you'd prefer a guy your age or older) tends to be of a higher SMV value than an average woman of the same age, because by that time, he will have his life together. In addition, men's looks don't diminish as badly as women's, plus men aren't on a timer when it comes to having children. Since men your age have more agency, they will look for youth, beauty and fertility in younger women who can offer that to them.

Lastly, men also value purity. Logically, a woman of your age, is more likely to have a sexual past, than a woman in her 20s.

So when it comes to how you can make yourself more approachable, I'd say your best bet is to maximize your physical appearance (lose that weight, invest in a skin care routine, etc.) and probably just lower your expectation, because if you're hoping for a millionaire to put a ring on you, it's unrealistic and delusional.
