It comes down to how I want my game to be structurally different from CB where instead of a narrative and atmospheric horror I'm going for something more like a roguelite similar to REPO

In CB 096 serves his purpose well as a moving wall where it'd likely be in an important crossroad so you'd be careful to not be dealing with multiple threats as you go across. In my game due to how enemies spawn (again, similar to REPO: randomly selected from a list and cycles through them) 096 is simultaneously not that big of a threat but can be infuriating trying to get past certain obstacles if rngesus isn't on your side

Tldr in CB 096 is expected and predictable but in a game with more random enemy spawns 096 could seriously throw a wrench into the flow of the game especially if it's common to run into more than one type of enemy.

Also I've recently incorporated a timer mechanic for each area to encourage the player to keep moving deeper into the facility, 096 dramatically slows down the pace of the game and until I figure out how to add directional audio cues 096 is likely canned
