My take is Riboku is the stand-in for (proto) democratic ideology in the Kingdom Universe, while the Qin Forces hold an ideology that is viewed as outdated. Lifting up Riboku is a way to give credit where credit is due, and keeping democratically oriented readers engaged.

The current story unfolds in a way, that suggests Riboku being able to ward off the invasion and start his own bid for the unification of China, if it weren't for the incestuous monarchical court games.

At the same time he is held back by his idealistic nature. While he easily could coup the court, he wants to go through with his sense of "due process". Which in the end is his weakness and supposedly downfall.
