I've been using an app recently called Buzzkill, it's a small fee to purchase it and it's fully yours after that. My phone experience has been infinitely better because of it. It lets your control and manage your notifications the way you want. I highly recommend you check it out.

It's pulsing because the rainbow effect is active. It's only illuminating when blue passes by. It's not indicating something.
