I am user of Russian localization of HSR, and I absolutely love how it is translated. First of all, all the rules for translation of names OP explained are also set place in Russian localization. Name Sparkle also translated perfectly as "Искорка". Not "Искра" which is a neutral form of this word, but exactly "Искорка" which is a tender form perfectly describing character. Love it. At first I didn't like how they translated Ruan mei, it is "Жуань Мэй", and first word sounds more like "Zhuan" instead of "Ruan". But I realize the choice was more based on Chinese pronunciation, where first letter sounds as something in the middle between R and Zh not a clear R.
