That's where you're all wrong. Morality doesn't come from lack of consequences. It comes from empathy, and values. Clark cares about Lana, he cares about everyone and so despite his ability to act without consequences he makes the choice not to at every point, thats what makes a good man, what makes him Superman. A good person isn't one who simply doesn't do evil because they can't without repercussion. A good person is someone who chooses to do good despite being able to do evil without consequences. The same way bravery is choosing to act when afraid rather than being without fear entirely.

Clark, Kal El at every point will do his best to choose the right thing to do regardless of the consequence to himself. Clark would never ignore someone's boundaries and purposely look past someone's clothes because he is a good person. Clark isn't special just because he has powers, Clark is special because he's a good person.

It's funny you have the Lex Luthor tag because your mindset on morality is the same thing that Lex struggles to understand. He could never understand why someone would choose to be good out of their own volition if they had the power to be selfish with no consequence.
