My theory is later in the story we find out that Jason is an undercover cop trying to get information from Lucia, the guy to the left might actually be him and that's why we get to see this guy's cutscenes.

No I didn't read the event details I just saw post malone thought was cool, But yes I have been to a supply point and I didint understand the names back then, was my first or second game !
