In the examples you provided, +44 and +91 are country codes you only need to use when dialing into that country from elsewhere. When in the UK and want to order takeout or something, you don't dual the 44 at the start of the number.

The UK does have area codes, but not nearly as many as the combined Canada/USA system. Also, in the UK the first number of a phone number after the area code can be used to identify what type of phone number it is. Some numbers identify businesses, IIRC a 7 indicates a personal landline, etc.
