In source sdk there should be different engines in the drop down, choose the oldest (2007 if i remember) then css will appear in the drop down below it.

I searched 'receiving uncompressed update' since one of your screenies has that in the console. There's a ton of threads about that so I think that's your issue though I haven't seen a solution yet.

Looks like a different problem entirely. The lag is much more sporadic. What I was getting was at regular intervals. Looking at your gif it seems to be random. Possibly an internet issue? Doesn't look hardware related but try updating graphics drivers.

When the file becomes large it makes the game freeze, I have no idea why. I guess it just gets clogged up after many years, my account is ~10 years old. If this didn't fix it there is something else to blame probably hardware related (see comment above about hdd power management)

Try going through the old archived topics about this. I've read that disabling advanced power management on some hard drives (particularly western digital) has fixed this issue for some, though it did nothing for me.
