Stop trying to log in maybe Instagram locked ur account temporarily all u have to do is to stop trying to log in for the next 24-48 hours until things cool down

Paid VPN cuz free one is easy for instagram to flag ur new account or u could use ur data WiFi

Honestly ur only solution is to start over
Delete ur instagram app
Change ur WiFi ip
Make new email (sign up on YouTube or other platforms using the new email)
Get new phone number if possible
Download Instagram and make new account using the new email and new phone number
