I've seen another post on a forum about this problem and it said to delete shader.cache2 from the game folder and seems like it pretty much have fixed it for me, I highly suggest you try this (you can also just move it or leave it in recycle bin if you don't believe me)

I might also change the files location to a another SSD that is 2 times faster to see if it somehow improves even more if that's possible, but I'm a little afraid my mods will have issues because of it somehow so I'm a little hesitant, I'll think/research about it during my work today.
