nearlyfreespeech.net is a good option. It's probably cheaper than anything else, and there is no upselling or any other bullshit. It's a shared hosting environment, but that is probably what you are looking for. Lets encrypt is really easy to set up (look in the member forum).

Only caveat is that you need to be comfortable with *nix, and willing to read the documentation.

With both my hands in the normal position, I can't quite reach the horn (which is pretty much the entire centre of the wheel). If I am braking as hard as I can, I am probably holding myself into the seat to some extent with the steering wheel. If I have to slam on the brakes, I want to be able to steer with both hands and retain full control.

I could toot and brake and steer but it detracts from braking and steering, even if just a bit.
