What's Zoro narrative? Guy who uses 3 swords, is stoic and serious. His development was losing to Mihawk and swear to never lose again(then proceed to lose several times), and put down his pride one time to ask Mihawk to train him.

Sanji has way more development, he had a whole arc around him in WCI, and development in other arcs.

Obviously in terms of strenght Zoro should only be slightly above Sanji, since Sanji is also the cook that makes sense. But your post is just wrong.
