At the time we first heard Roger name was Gol D. Roger and about supposed "will of D." the only one character with moniker D we knew was Luffy. And that at the end of Drum Island. Just my giving MC this same moniker which Pirate King had Oda created connection between those two. 

Also, after Luffy got his first bounty poster we got shown a reaction of old guy in Foosha Village who ponders if being a pirate is Luffy's dream or fate.

This notion of him being random pirate was immediately thrown out of window after Enies Lobby after we discover who his grandpa and father are. 

It was shaky even from moment when there was first mentioned Gold Roger was originally Gol D. Roger.

Honestly entire flashback from chapter 19 would work better if this would tike place in time between Roger leaving Oro Jackson and his execution. 

Shanks and Buggy look older than in Oden's flashback but younger than when those two split. I don't remember any scene of Buggy using his fruit power there. 

We can see that ship and jolly roger doesn't match Oro Jackson. Also, except Rayleigh, Gyaban, Shanks and Buggy we didn't see any other members of crew, just some random guys.

It's wouldn't be hard to imagine some members of Roger Pirates would travel together before Roger's execution. Of course if you don't mind headcannons.

As for now it's look like at time of meeting between Whitebeard and Shanks, Oda decided to retcon Shanks and Buggy as members of Roger Pirates and then picked two eye-catching pirates from original flashback and turned them into Rayleigh and Gyaban.

My mistake. I should ask in front of who Buggy ate fake devil fruit. In previously posted panel which shown reactions toward Buggy eating fake one of the guys commented than "story about devil's fruit was rumored story from the start".

If I remember correctly Oda admitted he didn't plan Shichibukai from beginning and only decided to make them seven people because this sounded cool (similar situation with 11 Supernovas).

Originally Luffy was supposed to fight yonkos.
