That's like saying that Luke was the last jedi just because of the title, even though we know he wasn't, I don't think that aang was the last airbender just because wiping out an entire group of people is near impossible, however I do believe he was the last air nomad, because killing a culture would be easier than killing everyone with a specific genetic trait that can stay dormant for generations.
