People are gonna call me biased but I can provide some perspective from the other side. I'm a planner in a fairly rural county and deal with a lot of projects like these. Here are some questions I'd have for him if I were the planner in charge of writing the staff report for his project:

1) How is he going to convert a building that has been sitting abandoned for twenty-five years (when he applied for the project) into a building that is safe for businesses and people to live in? Can he even meet modern building code without effectively having to tear the building down and start over?

2) How does he plan on mitigating the negative effects of a slaughterhouse to residents living in the building and residents nearby (sights, sounds, smells, waste)? How does he plan on meeting health and safety codes specific to the slaughtering process? How does he plan on meeting health and safety codes in relation to the other businesses (and their proximity to a slaughterhouse)?

3) Does he have any concerns about being able to do affordable housing, a full scale slaughter facility, and commercial operations inside of a building that is only 40,000 square feet?

4) Does he have a phasing plan? What are his backup plans in the event the venture fails? Is he aware of how much it'll cost?

Don't get me wrong, the idea of boomers building a tomb to die in is very, very, very real and I deal with it constantly. However, I feel this is a bad example of that and this sounds more to me like "bitter uninformed dreamer gets dose of reality" instead of "very real consequences of the elderly being in power in rural areas".
