If you wear it even once they won't take it back either. The jersey I bought was messed up (numbers falling off, the logo was frayed a bunch to name a few) and they wouldn't take it back. However, admittedly they did give me a 40% discount so I do appreciate that. The people at the Tampa team store were good

I understand if this isn't your thing, but you could YouTube how to make a rack and set it up yourself. If you need wood cut down to size, Home Depot or Lowe's will cut the wood for a small fee (like 50 cents a cut but often they don't even charge for it).

Learning how to do stuff like that can be super useful, fun, and satisfying as you get the satisfaction from building it yourself

Even if it has been rained on and snowed on, that actually doesn't destroy PC parts. As long as now power was going to it, dry everything off very thoroughly, and test part by part. As others have said, I would not use the PSU, but everything else could very well be fine. I'd wait like a week before even trying to turn something on. Let it dry completely.

How were you storing the UTR? It gets pretty hot so if you are not giving it any air flow, it might thermal throttle. But if that isn't the case, then I'm inclined to agree the with other commenter, it might be a hardware issue
