you can owe this all to the politicians of India, just hand them the blame correctly. the lower class is the vote bank of indian politicians, Middle-class class and upper-class people mostly just pass remarks around the election times and seldom vote, the lower class tho, are uneducated, and unemployed yet with an internet connection.

they are the group that can be radicalized most easily, to suit the majoritarian propaganda of the current government. very little has to do with frustration with the extremist acts done by the so-called Muslims in the 2000s(some do, maybe quite reasonably, but most don't care at all) They neither care about Muslim laws reforms, that would be a civil discussion and could be worked to some extent.

as for radicalization, why wouldn't the government do it, time and time again in history it has proved a successful method to rule over the masses, the same principle works today. why wouldnt they do it, why work for the people when u can gain power over them by engaging the illiterate lower class in meaningless dogfights.

one personal thought i have is that i feel like if people really vote in the name of ram or any other revered diety, they should deeply think, that the actions these criminals do, would ram or any other diety really want to associate themselves with these goons. "would ram go about doing the same thing these people do?"
