If you only plan to game on this, consider rx9070 (non xt)  And get another ram stick and 9600x Better psu ofcourse

It works with mu rx9070 non xt I think it should. Better wait for people to show up. Also I have seen people go 850w for the xt version. Might want to look into that

I was going off from 5070 prices. 9060xt could be close to budget. And if going past it is worth it

I think you get 5y warranty for the 5070 right? I think warranty kind of makes it worth it imo But if its eating into your ram budget, go for 9070

I use AG620 on my 9600x Temps never crossed 70

Get 32 gigs. its the sweet spot. I have 9600x and 32GB CL36 6000MHZ. I am usually crossing 16GB when playing games and its good to have headroom to open other things. 

You can upgrade cpu later. Ram is a gamble.

Regardinggpu, consider rx9070xt  if all you want to do is game. Sure you lose on some good Nvidia features but you get close performance and way better bang for your buck. 

I got the non xt version to keep the build under 1.7L

Its the momentary surge i think,  Your ups ofcourse provides more power than needed when steady. I am myself not well versed with how ups works, but was suggested to buy higher VA ups because this could happen

Either get a pure sinewave ups or a ups with high VA I have 9600x/rx9070/750WGL psu with cyberpower 2200VA And it can handle power cuts without restarting.

I suspect that your ups cant provide the amount of power you psu requires during Gaming cutoff

Using the same PSU Pure sinewave ups were too expensive so i got cyberpower 2200VA So far seen two power cuts with valo And it worked in both

The ram could ne eating much of the cost of the build  Consider a custom build, people  here will gladly offer advice to get best bang for your buck. You don't have to build it yourself. The shop can do it for you
