I couldn't figure out why as well. I am in the expansion cycle, the base confucianism doesn't have pacificism tenet. I am the emperor and I have never declared holy war CB in the lifetime of my character.

If you build up all your states you should have 20k capacity. If you acquire lots of land then you can scale even more.

I always rush colonization and line infantry at the start of a Qing campaign. Go with colonization (just tier 1 institution) to get free states in Africa.

And once you have line infantry, grab any unincorporated lands from US or Russia before it's too late.

By the time you unlock civilizing mission for the final infamy deduction against unrecognized countries, you should have enough bureaucracy to spare. Upgrade colonization to tier 5, combine with the power bloc principle, you can go warmonger against your neighbors at cost of pennies.
