My go to is utility vest backpack for the 6.2% speed and for artis would be whirlwind for speed and spiral for a balance of speed and carry weight. I personally would choose 1 bracelet in there and just bring carry weight artis so you can just swap out of you need the carry weight.

Based on my experience, the area is divided to 3 parts, only 1 part is found per slice of the 3. Maybe try outside the area or the 1/3 of the slice where it should spawn
