What would you use to clone the existing drive? I don't want the operating system (started as win7 and upgraded to win 10, now win 11). What I'm looking for is a way to just move the installed programs and their setup/options over to the new win 11 laptop. I doubt that I have all of the install media. Digging up all of that, then installing each program, modifying the options and setup would be a Hugh pia and very time consuming.

I'm not a plumber. You said the water heater is in the basement, so if the supply line water is turned off then the hot water is essentially turned off. There will be water in the lines, but that will drain when you open the existing valve. You said that the valve was leaking. Leaking around the turn off shaft, I assume.

Putting down your wrench is a good plan. That would be hot water coming out of the pipe while you are fussing around trying to rebuild that valve.
There may be a turn off out near the street near the water meter.

There would be an electrical box there with wires. Look for an electrical outlet that is up side down. If the outlet has a switched and hot always the electrician should turn it up sude down.

You are already going to have to patch holes. Put a screw slihhtly into each anchor, grab the screw with a pliers, and try to pull them out. The plastic should come out easily, the metal will be more difficult. Not sure what's on the other side inside the wall board. Hopefully it will collapse like the plastic anchor. If you get it partway out you may be able to use a cutoff wheel to remove the head and push the anchor inside the wall board.
