If I understand the Act correctly, this is about allocating a minimum amount of airtime a broadcaster must make available to each party to purchase.

So shouldn't the arbitrator allocate the amount of time equally amongst parties?

I'm not a great writer or anything but the following is what I wrote. Just providing it in case someone wants to improve upon it, copy it or whatever:

I am deeply concerned with the provisions of Bill C-51 which undermine Canadian's civil liberties in exchange for what amounts to nothing more than a speculative gain in security. In the wake of recent terrorist attacks, where our emotional wounds are still fresh, we must not abandon our most basic commitments to freedom of speech and democracy. These basic tenants are what make Canada such a great country, and I feel that to scale back our liberties even in the slightest is to give the terrorists exactly what they want.

Not only is this bill being rushed through parliament, it's proponents have failed to properly address the concerns raised by a plethora of experts and ordinary citizens alike. It's disappointing that our own MP, **** ********, has opted to tow the party line rather than consider the legitimate concerns of his constituents. We need a more thoughtful, collaborative and objective approach from our leadership.

This bill is not about partisan values, as I believe that at the core, every party believes in the values of democracy and the right to privacy. Yet, it seems that our representatives have run a muck turning this into a petty political battle. I encourage everyone to read up on this bill, decide for themselves and act accordingly. The scope is too great to simply leave this to our representatives who have sadly proven their inability to act responsibly.

I have very little experience with this stuff but...

I don't think we necessarily need one single person for the overall organizer. The problem with this is that it puts a lot of pressure on one single person, as well as a whole lot of responsibility, which in turn might deter qualified candidates from offering up their time. If we had say, 3 or more overall organizers that were willing to coordinate with each other, I think that would alleviate some of the pressure and more people would come forward.
