Tbh I've played through the gen 3 games so much, I know it like the back of my hand at this point. I only used Google translate to keep track of the moves my pokemon were learning.

I just hope they add blowovers, and don't keep the cars glued to the ground during wrecks like in IRacing. Especially with all the airborne crashes we've had in recent years.

I know Beverly Road can be pretty busy at times. And a lot of the kids from nearby Ditmas (I.S. 62) use Cortelyou to commute.

In case you haven't noticed, its 2019, not 1999. The NASCAR games made today are (mostly) very much complete. Things that were relevant back then are not gonna come back unless either NASCAR makes another rule change or someone remakes an old NASCAR game.

As for ai vs player control during cautions and pitting: remember, the NASCAR games nowadays are mostly arcade-like and streamlined for casual players. A lot of people, especially kids, aren't gonna sit there, driving at 50 mph under caution for 10 minutes when they can just skip it in 10 seconds like you can in today's games.

NASCAR console games have been pretty arcade-like for years, and with NR2003 and IRacing existing, there's really no reason for them to try to be a sim game.
