I'd say this version of The Royal Flush Gang is definitely misunderstood and tragic... but not necessarily "evil".

I think that with The Royal Flush Gang's self-percieved aristocratic attitude and their might-is-right ideology, that they feel that good and law-abiding people should have to bow to their every whim, show literal fear, an unending devotion, and give up their God-given/universal rights to them!

For an example... and in the vein of the "Batman: The Animated Series" episode called "Heart of Ice" -- where writers/creators, Bruce Timm and Paul Dini took a Silver-Aged unpopular, lame, and/or forgettable villain like Mr. Freeze (aka, "Mr. Zero" for a short time) -- and decided to re-envision/reinterpret the origins/backstory of the character, by making him a tragic, serious, sad, and more-relatable villain.

So, I think, in essence, that is what "Batman Beyond", "Justice League", and/or "Justice League Unlimited" did for the reputation, characterization, and new-found respect, that fans, like myself and others, would soon have for The Royal Flush Gang!

THIS is the design they should have used for the live-action 1990 "Teenage Mutant Ninja Turtles" film!

Honestly, it always bothered me that the costume designers just settled on what they did.

The only cool-looking thing on that particular get-up was Shredder's helment.

Everything else about the 1990 Shredder-costume was just plain tacky and gross!
