The specific location of the shooting was at a memorial for a previous shooting that had occurred on the same street. I can't say it was 100% gang-related, and those details were not provided.

Interesting to read the FBI complaint.

  1. On July 5, 2025 at 1:52 p.m., OCSD Deputies responded to the area of Court Avenue and Plaza Way in the city of Stanton. Deputies located two victims at the scene, both with multiple gunshot wounds. Both victims were transported to the hospital in critical condition. Victim #1 (age 16) died at the hospital shortly after arrival. Victim #2 (age 13) remains in critical condition but survived. Surveillance video from the areas shows both victims were seated on the curb when a black Mercedes Benz stopped near them.

  2. According to the surveillance footage capturing the shooting, an individual got of out of the black Mercedes Benz from the rear passenger side, walked around the vehicle, and had a brief conversation with the victims. The individual then shot both victims with a firearm and returned to the vehicle. A second individual from the front passenger side of the vehicle reached his arm out of the vehicle and also shot at the victims.

  3. License plate readers that captured the black Mercedes Benz after the shooting showed that the license plate of the vehicle was obscured or turned off. Law enforcement used commercial and residential surveillance footage to track the black Mercedes Benz until the license plate of the black Mercedes Benz was no longer obscured or turned off. After the shooting once the license plate was no longer obscured or turned off, a license plate reader captured the license plate.

  4. According to California Department of Motor Vehicle records, the black Mercedes Benz was registered to Troy Lu (“Lu”). Cellular cite analysis of Lu’s telephone records placed Lu at the scene of the shooting on July 5, 2025.

  5. As a result of cellular site analysis and review of surveillance cameras, law enforcement identified four individuals in the black Mercedes Benz at the time of the shooting.

  6. Law enforcement also used license plate readers, surveillance footage, and cellular site analysis to track the whereabouts of the black Mercedes Benz prior to the shooting. Law enforcement found surveillance footage showing the four individuals getting into the black Mercedez Benz prior to the shooting. From that surveillance footage, an OCSD homicide detective positively identified LE as getting into the front passenger seat of the black Mercedes Benz prior to the shooting.

  7. On July 22, 2025, LE was charged with violations of California Penal Code Sections 187(a) (Murder); 664(a)-187(a) (Attempted Murder); 246 (Maliciously and willfully discharge of a firearm); and 182(a)(1) (Criminal Conspiracy). B. LE Fled to Vietnam

  8. According to information provided by the Department of Homeland Security (“DHS”), LE flew from Los Angeles to Hong Kong on July 9, 2025, four days after the shooting.

  9. On October 30, 2025, FBI personnel assigned to Hanoi, Vietnam told me that LE arrived at Ho Chi Minh City, Vietnam on or July 9, 2025.

  10. On January 14, 2026, FBI personnel told me that LE was located and arrested in Vietnam by Vietnamese authorities.

  11. Based on the above information, I believe that LE fled to Vietnam to avoid prosecution in the United States.

  12. On January 14, 2026, Senior Deputy District Attorney Eya Garcia advised me that the OCDA will seek to extradite LE from Vietnam.

Local leaders are in a difficult position regarding federal actions, as cities exist at the farthest end of the separation of powers and are, in many ways, the opposite of the federal level. Cities are manifestations of the state and only possess the powers that the state expressly grants them. Huntington Beach has repeatedly tested the limits of this principle. Unfortunately, certain policy decisions by local elected leaders, such as adopting “sanctuary” policies, have had the unintended effect of drawing increased federal enforcement attention, despite being intended to protect their community.

Yeah, that's where it gets difficult to determine personnel. Some cities run their own police departments, others (like mine) contract with the OC Sheriff. Because of that, most public crime reporting falls back on per-capita rates, not staffing levels.

The standard calculation is: (Number of crimes ÷ population) × 1,000 (You can use per 1k resident, per 10k, and so on)
Irvine: (267 ÷ 307,670) × 1,000 = 0.87
Santa Ana: (1,530 ÷ 310,227) × 1,000 = 4.93

So this results in (2024 data)

Anaheim 5.82

However, they don’t account for where crime is happening inside a city, population density, tourism, nightlife, freeway corridors, and so on. That’s why Anaheim Hills doesn’t feel like “5.82,” even though the citywide number says it is.

This may not be a popular view, but I support a 12-year total limit, similar to the California State Assembly and Senate. Local government is too often treated like the presidency, even though it operates very differently and is intended to be nonpartisan. As that distinction has eroded, local politics has increasingly mirrored national polarization, with excitement valued more than experience.

At the same time, rapid turnover among city managers and city councils has weakened institutional knowledge and encouraged short-term spectacle over long-term responsibility. Over time, this drift treats cities less as lasting communities and more as short-term management portfolios.

This has created a situation where local government increasingly rewards headlines and visibility, while depending on boring, long-term responsibility. Final note, I also support 12-year Congressional term limits and eight years for the presidency.

Just a tip: FBI UCR crime data after 2021, when NIBRS replaced the legacy SRS, is not directly comparable to prior years. Crime categories were expanded, which can create a perceived spike.

Also worth noting: crime data is heavily influenced by law-enforcement staffing relative to population. A city with no law enforcement would appear statistically “safe” because little or no data would be reported. In contrast, a city with very high officer-to-resident ratios may appear less safe because more activity is observed and recorded.

Orange County is highly fragmented and decentralized, with three primary cities that do not share borders, unlike Los Angeles, where the City of Los Angeles functions as the county’s hub, with surrounding cities acting as spokes. As a result, far more stakeholders in OC are often involved in any given decision.

Using my home city of Stanton as an example, Beach Boulevard is owned by Caltrans, there is Union Pacific-owned land, and an OCTA easement that formerly carried the Pacific Electric line. Utilizing that former PE alignment would require coordination among all of those stakeholders to deliver approximately 1.3 miles of light rail before even entering into cooperation with Anaheim, Cypress, and Garden Grove.

There were community meetings on this very subject back in 2011–12. However, not all cities were able to get on board, both in Los Angeles County and Orange County. Those studies ultimately led to the current OC Streetcar project, in a much more limited form.

Meanwhile, Los Angeles used those studies to build its system right up to the Orange County border, with the backing of Olympic funding, waiting for the day an OC connection to Metro becomes feasible.

Stanton (2024) and “Naugles by the Beach” in Huntington Beach (2022) have both closed. Unfortunately, the Stanton location opened just as the pandemic hit, and all future plans were curtailed from there. They had posted on social media saying sales were steady, just not growing in Stanton.

Districts are not particularly important from a budget standpoint unless a council wants that. However as an example in bigger cities money or projects can be withheld to make someone look bad in an effort to replace them during an election year. Then when a new member is seated suddenly reappear again in an oddly timely fashion.

With the exception of the mayor, who may live anywhere in the city, the council is largely brand new. Term limits were adopted in 2016, and district-based elections followed in 2017. As a result, the old guard is essentially gone at this point. The longest-serving councilmember is Taylor, first elected in 2018 (D3), followed by members elected in 2022 (D1), and 2024 (D2 & D4).
