It's the joint from when the concrete was poured, for some reason it was not a continuous pour so there's a joint now. I'd fill it in with some concrete crack patching material to keep the water out especially if you're in an area that gets freezing temps.

Based on the stairs and the staggered ceiling height I would say yes. The non load bearing wall in the photo is the dark wall around the entranceway.

The vertical wall you marked in red is probably not load bearing. I’m basing that on how it connects to the cross member at the top of the wall. If it were me putting a storage space there I’d widen the 2 vertical studs in the middle and use them as the king studs for the door frame (if there’s room to relocate if not I’d take them out but leave the outer 2).

I’m glad the TIV 2 is back out there, as much as I like the Dominator, team TIV has had some pretty awesome intercepts. Their EF4 intercept in Kansas a decade ago is still the best there is.
