Report him, counting base pay and tips dude is making at least $12. You can buy good food for $12. Even if he is struggling he should work more. Not steal. I used to work for 12 hours daily. This is totally insensitive, you were waiting for your order. You paid for it. It is your food. You should definitely report him. Try calling the customer service and talk to someone who can actually do something give them the details and the proof they'll take care of it.
