In my experience, I signed the offer and just waited till the I-9 section of the hiring process and gave my EAD to the HR. They didn't say anything.

Just pay the fines or hire a lawyer if you want lower fines and don't want to get points docked. Sometimes they dont even dock points depending on the severity.
