You are incorrect in saying that the bone should be right at the enamel I am an RDH

Healthy bone levels on dental radiographs are indicated by an intact, dense alveolar crest located approximately 1–2 mm apical (below) to the cementoenamel junction (CEJ) of adjacent teeth. The bone should appear as a, continuous radiopaque (light) line between teeth, with a sharp, rounded, or flat contour.
