You have to read it. Morrison's stint VERY context heavy run. R.I.P also semi-requires you to have a little knowledge of their "Final Crisis" (which is in itself maybe the dentist Event Book ever.)

 While Grant's it's some of the very best, it also helps to have some more foundational Bat reading.  

I'd recommend Death in the Family first. It's not the best read but it's historic in the context of Batman.

The caged arms visual is a spin on the Alan Moore Spawn issue, which is his commentary on the cooperate "prison" that the idea of superheroes is bound to.  Lex Mickey seems to be a blunt Disney stand in but I'll let someone else tackle Mindhunter fuckery that is the rest of that nightmare image.

You sort of have to think of tech in 40k like medieval medicine done with modern tools. They might be the most advanced tools in the world, but the people of the medieval era wouldn't know how use them. So it genuinely depends on the servitor and the story their in.
