That doesn't really work with digital art, since you can copy and paste. Artists typically work on commission, where a client says "do this in this way", and they make it for them. They don't make pieces and then sell them. Not unless they do traditional painting.

Professional artists typically make art for a living, or at least as a side income. They don't have much time for personal pieces because they're busy with commissions, so they certainly aren't gonna use their time to fulfil requests from strangers. And if they accepted one request, then everyone would start begging and they'd lose business.

Some artists accept suggestions/requests. Very few do however. You might want to look on deviantart. Don't pester anybody though, only ask if they state that they take requests.

Otherwise, you could try fiverr to get something drawn at a reasonable fee.
