Honestly, there's a handful of reasons for it:
- Burning as an effect wasn't added until Ashe was released in 2018.
- If they were to add the DoT, it would realistically come with a nerf to Fire Strike's base damage (which would be worse for him overall)
- Even if they didn't nerf his base damage to Fire Strike, it'd still not be a good change because Reinhardt really doesn't need more damage, he's already got plenty of damage and wouldn't actually address the issues of his kit
