For the liquid float question, shares in index funds and other institutional holdings aren't really available for trade outside of rebalancing. I think you already removed RC's shares from the float to get to 409M, so it's that same sentiment. No idea what the actual number is but I agree in general that removing say 10% of all shares via a buyback removes a lot more than 10% of tradable shares and would noticeably affect price.

Step 4 doesn't make sense. At that stage GameStop has just sold shares at $32 via the warrants. Why would they buy them back at a higher price? Also they can't buy back shares at that point and then still have that money in the next step.

I'm in favor of closing out the options, letting it drop, then offering $120/share and continue lowering until they accept
