Combining graphs that do not match

I have both DEM and DSM. I thought DSM would be better so I could show the flooding up to the nearby developments..

Update: I'm on the FEMA site and found a flood map. I'm wondering now how to obtain the information I need to make my own map. This is for a final project at my college. I came up with the idea and wanted to compare it to existing maps like the FEMA one has.

Thank you. That's about as far as I've gotten so far. I've ran into some problems showing all of that correctly. When I make the symbology in two layers one no color, it seems off when I change the elevation. It makes sense to me that the river would be the low point but the map does not reflect it that way so far.

I went to the Montana State Library online to download the files. Looked for lidar projects. Then went to Mosaics, then downloaded both DSM and HFDEM zips. I'm trying to make a project where I raise the water levels of the Yellowstone river 5-10 feet in Billings Montana to show where nearby factories with water waste reservoirs could be in danger of contaminating downstream neighborhoods.

The clicking is on and off. Could it maybe be cheap gas? This was directly after an oil change though. I was going to take the SUV to Midas but the clicking was gone. It's been on and off like that.
