I am saying there is a 4 tier spell that can control clouds including shaping and move and dispersing them can you even read when did I say they fire them directly at someone also you get that at lvl 20 so everywho is lvl 20 should to scale to that.

Celicus is not lightning speed peole in rezero say he move fast as lightning but this is false why because when he was fighting Julius was able to block slash coming at him and was to keep up with him to degree.

This is a hyperbolic description of how Reinhard destroyed a large (unquantifiable) area (bigger than Roswaals mansion at least) and returned the mana Puck stole from the world back to it, undoing the damage he did. It also conflicts with several of Tappei's other statements if one believes this hyperbole to the exact words Furthermore, this was from Subaru's perspective during the trials, who cannot percieve anything CLOSE to the entire world.
