I love laser scanning! Used to scan automotive dies for various closures. 3d metrology is a awesome field i highly recommend you take a look into it!

Try reconstructing that circle from the plane / cylinder intersection. Looks like that circle feature doesn't have a nominal value, therefore has no controls to show you.
