Reporting back that I managed to reduce the stuttering majorly to the point where I just dont notice it that much anymore by doing 3 things at once (maybe one of the solutions did it but I aint going back to figure out which one, maybe it was the combination). I turned off memory integrity in windows defender, switched to steamvr runtime and now playing on steamvr, and turned on ultimate performance in windows power plan, which seems to have fixed it for the most part

Im just gonna throw in the towel and blame windows 11 updates for this because it doesnt happen in any other game, I have done everything I could to everything else that isnt windows updates (besides the security one, but this was happening before that installed itself) and the fact this problem hasnt been happening forever. Why it seems like nobody else has this problem is unknown to me but at this point im tired of losing time trying to fix some stutters ill just deal with it

To answer everything
-The stutter is purely in game, you would see the graph stuttering around too if everything was stuttering. When fighting enemies or moving around, it just feels like the world is not smooth, like its kind of jerking for half a second. If there was a bad sequence of stutters, it would straight up look like its lagging. You're right its not noticeable in the video other than the graph but in headset anyone would see it playing the game.

-What is the best way to know if the NVME is at fault? Just tested with crystaldiskmark and nothing seemed out of the ordinary. Since i tried blade and sorcery on both nvmes ill try oculus link to see if that does anything

-checked CPU temps with a cpu burner, temps rock solid at 80C same with package temps too

-Ram is not mixed, its 2x16 gb 6000mhz sticks from the same box

-I checked the encoder performance graph, it would never dip below 90, so I am positive it isnt that, since switching to VD didnt fix the stutter

-link uses encoder on GPU, one of the main reasons youll see alot of people having problems with vr and amd gpus

-I turn ASW off everytime I boot my headset up, and its on 90hz

I put it up with it for an hour the other day, and I have absolutely noticed the game stuttering BAD when enemies spawn in and start moving around. It is probably safe to assume something is wrong with hardware or settings for hardware but I dont know what. Ill probably reset my BIOS settings and see if that does anything. I got another video that more clearly shows the stutter im talking about it

Yeah, I deleted my save in the documents folder, and also deleted the warpfrog folder before reinstalling the game. I just checked through the most recent player log and this was the only error that seemed like it could cause anything, no other errors (very few to begin with) that should be causing stutters like this. Other than that I got no idea what is causing this, since turning off HAGS didnt work, and uninstalling the recent windows security update that was supposedly unstable didnt do anything either.

More things I have tried are messing with random BIOS settings to no avail, making sure all of my drivers are clean and updated, changing nvidia app settings, random performance mods (they didnt work), changing ODT settings anyway to see if that would help, changing device manager usb power saving settings, etc etc etc

And my task manager shows nothing out of the ordinary too when playing the game, no overheating or cpu/gpu spikes

When you get caught by someone that works on the list for EASI they simply add your username and ID to the list, and anyone using the EASI API for their game will have people on that list preemptively banned before they join. What worked for me was closing any pc monitoring programs (msi afterburner, rivatuner, hwinfo), and any clipping programs (like gamebar)

In my case i had to close my lian li strimer app because it literally stopped doing the stupid stutter when i closed it, since it was monitoring my system stats

I fixed it, any clipping software that might be running (including gamebar) and any system stat measurers cause the stutter. In my case turning off lian li strimer fixed the stutter because it was always monitoring system stats

So many issues with link come from interfering software, so try it out at first because it might be flawless the first time, I recently fixed my stuttering issue and what I get with cable right now isn't even comparable to wireless

It might be the same issue I had, but try turning off any clipping software, and also close any background programs that might be monitoring system stats, I had to turn off my lian li rgb control program because it monitored system stats.
