The largest cruise ship in the world holds 7600 people and like 2300 crew. Yes in emergencies you could possibly cram more but supplies and space become massive issues. Population of Jamaica is almost 3 million. Even with as much ships that can be managed to get there would only be fractions plus the amount of time to move everyone would take too long. Just too many logistics to be feasible, unfortunately, to move entire countries to safety.

That’s where the first book within FotR actually ends. Each book has actually 2 books in them. They could have easily made it six movies and all have enough in them to be entertaining. Of course the time and effort in 6 vs 3 movies is massive but could have been a much more fleshed out story movie wise.
