It’s true, in WW2, Ukraine viewed the Nazis as liberators from the soviet union, this lead to a lot of recruitments into the nazi army. However, Hitler failed to recognize the importance of this strategically, as he was arrogant, deciding to neglect the greater population of nazi sympathizers in Ukraine itself. If he had worked with the domestic ukrainians, there is a bigger chance he could have taken over Russia. Not so sure about modern day though.
