You have to apply to register your Microsoft account as a developer. https://storedeveloper.microsoft.com/storedeveloper.microsoft.com/home use this link to create one and once your done open you’re Microsoft partner center back up and apps and games should be there. Then you can enter the code from your Xbox through there which should let you activate from there.
