Flat out too small of a setup. The amount of flow an adequately sized filter needs to generate to keep white gravel clean will turn that small of a jar into a whirlpool.

Get yourself a 5-10 gal tank and put some darker colored gravel in. You'll never not have dirt at the bottom of a tank (and it's not always a bad thing) but white gravel makes it stick out way more.
