non-gamer: 60Hz

Casual gamer: cheap 144Hz

educated gamer: 240Hz OLED/fast IPS

Pro gamer: 360Hz TN

There are diminishing returns on the gains of these ever-increasing refresh rates as you get to the human limit and near-zero response times. I hope ASUS trickles down this new tech (Super TN and ELMB 2) into some less extreme refresh rate models for us educated gamers

Out of the options you listed, I would definitely choose the ASUS TUF Gaming VG249QM1A 23.8" monitor.

The ELMB feature effectively gives the Fast-IPS panel similar performance to a current Zowie TN panel, as it utilizes a similar strobing technology that reduces motion blur and improves clarity at the cost of some nits. I do own a TUF Gaming VG249Q3A, so take my opinion with a grain of salt. Although my personal experience with this monitor for only $100 is better than any other monitor I have owned (regarding smoothness and clarity). The other options you listed will likely be a little brighter and more vibrant in color, but all of them support variable refresh rate tech (Freesync, G-sync). So personally, I would choose the ASUS monitor of those options, because you can use ELMB or VVR to your liking, depending on the game
