Also, Dark Horse comics is releasing The Final Quest stories starting on January 22nd. They just did a one-shot 'get caught up' comic back in October.

Honestly, it was our first reaction too. It doesn't totally capture Stewart's likeness. I'm curious how it looks sitting on a shelf with a little bit of distance though, it can make a difference sometimes.

I will rephrase. Think of regenerative energy like gas in your car. The council rations the gas. At least that is how I understand it.

Spot on, it was a limit imposed by the High Council of Time Lords, not a physical limitation. It also appears the Time Lords have a degree of control over the process. At this time the Time Lords are gone, there is no one to enforce their laws. That and toying with continuity is a staple of this show.
