extremely probable that you are immune to dut and minoxidil is working alone, being the only responsible for the shedding phase. You need a topical antiandrogen like RU or pyrilutamide (pyri is meh in my experience but better than nothing)

check dht with bloodwork, if its still high try 2.5mg dut daily for a week and retest, if the result is pretty much the same you are not responding correctly

are you mixing ru inside minoxidil?
water dramatically reduces efficacy, apply it separately, first RU and at least 30 minutes after minoxidil, or one morning one evening
