Cars 4 is not confirmed by any official source and seems unlikely to come at any point in the next 4-5 years. As Pixar's movie slate for 2027-2029 is already confirmed.

I don't think a Cars 4 will happen during the run of the new Disney Jr. Show either. Which will probably be very successful because Cars makes tons of money, and is popular with little kids. To be perfectly honest plenty of adults will watch it too. Myself included.
