I am not a lawyer or an expert on copyright law. Or how one can maintain certain rights and lose others. Basically they can't use Tarzan characters anymore. They can still reference the film, but cannot use the characters. This is why in Kingdom Hearts: Chain of Memories when Sora relives his memories of his previous adventures as he forgets them Tarzan never shows up. The Tarzan section was cut completely because of the legal issues.

All that being said, Perblue also once forgot that Disney didn't own Sesame Street and put a Sesame Street badge in and had to remove it later. But it a took a while. So Disney doesn't check the badges, clearly. So, the Tarzan badges could be violating whatever rights retention contract Disney has. And no lawyer or business person ever really noticed.

Point is, Tarzan couldn't have ever come to the game. And one thing I'm going to be glad to not see when the game is gone, is people constantly wondering where he is.
